We've split up different states of a patient (e.g. Review, Complete) based on certain rules.

Rules used for In Progress tab of CVD
A patient is moved into the In Progress tab when either an:
- SMS monitoring invite was sent within the QOF year
SMS monitoring invites could be sent automatically via CareIQ or via a third party service.
